Is a mold or is it a fish serving platter? How do you mold fish anyway (unless it’s gefilte or a fish ball)?
This kind of pattern and glazing started showing up a lot in the ’80s. Could be of any age including current. I wish all ceramic products would have the date stamped or etched on the back. Would take them one extra second and make collectors’ lives much easier.

I was thinking like maybe a jello mold? I have it hanging in my breakfast room.

On second thought, I do not think it is even a jello mold or else why would it have 2 small holes to hang it from?
